- Tender Evaluation & Contract Negotiation
EXECUTION
- Preparation and Submission of Tender Material
- Construction
- Management Project
- Commissioning
- Maintenance
- Takeover
Wind Turbine Selection & Procurement
Wind Turbine selection is influenced by a variety of factors:
Site Location
- Wind turbines with simple and robust mechanical parts are optimal for remote locations and islands
- Islands in particular require wind turbines to be ‘friendly’ to weak grids (fault ride through, reactive power provision/absorption)
- Roads can limit access of the largest turbines to remote locations
Wind Regime
- Suitable Wind Turbines according to Wind Class (I – III, S)
- Wind turbine productivity (power curve vs wind speed distribution)
Risk Mitigation
- Service & operation contract with high availability guarantees
Other
- e.g. planning constraints: 2.5D rule vs available land
The final Wind Turbine procurement decision is taken on the basis of a lifecycle cost-benefit analysis, taking into account all the factors listed above as well as the commercial offers of wind turbine manufactures for supply & installation as well as annual operation & maintenance costs.
Balance of Plant Construction
All Balance of Plant (BoP) works are supervised by our team of experienced electrical and civil engineers.
BoP Works
- Access and internal roads, crane pads, cable trenches, wind turbine foundations
- Internal cabling and E/M works of wind farms
- Connection line: Underground or aerial MV line or aerial 150kV line, depending on project size and location
- 150/20 kV substation: Existing substation or substation expansion
Balance of Plant (BoP) is constructed through various subcontractors
- Access roads, internal roads, crane pads, and cable trenches are built by local subcontractors due to knowledge of the local situation and ability to offer competitive prices
- Wind Turbine foundations as well as electrical works (internal cabling and electrical equipment, connection line HV/MV, and 150/20kV substation) are built through specialised subcontractors as they demand technical experience and are critical to the performance of the Wind Farm
- Major pieces of equipment (150/20kV Transformers, MV cables, etc) are procured directly from the manufacturers so as to eliminate any markup that would be charged by subcontractors
BoP procurement and construction management Objective
The objective of the BoP procurement and construction management is to achieve optimal quality and reduced time of construction at the best possible cost.
Operation and Maintenance Arrangements
Operation and Maintenance is outsourced to the Wind Turbine manufacturers with the following key provisions:
Long-term Duration
- Currently our O&M contract duration ranges from 15 to 20 years, with 20 years as a minimum being requested for any new contracts.
Availability Guarantee
- The manufacturers guarantee a minimum average availability for each annual period for wind farm, currently 97% for the entire Wind Farm and 95% for individual Wind Turbines
Cost Structure
- Variable cost per MWh, with a base fee per Wind Turbine as a minimum. This includes all costs, incl. labour, spare parts and major components
Our O&M philosophy ensures maximum operational risk mitigation combined with a predictable cost for the longest period possible. All operational risks not covered by the manufacturer (i.e. force majeure, earthquake, terrorism, etc) are insured for both damages and business interruption.
In-house staff monitor the wind farm availability, grid availability, curtailments and performance (power curve validation) of all our wind parks on a daily, weekly, monthly and annual basis.
